FiNK – Fiscal Estates in NRW

From estate to reuse.

With FiNK, NRW is digitizing the specialist procedure for fiscal estates – on reusable low-code building blocks, so that other federal states can reuse it instead of developing from scratch.

In partnership with

  • Ministry of Finance of the State of North Rhine-Westphalia
  • IT.NRW
  • T-Systems

The project

Spreadsheets and binders won't cut it.

When someone in NRW dies and nobody accepts the inheritance, the state inherits. And everything with it: bank account, rented apartment, phone contract, subscriptions and sometimes debts too.

In the video, Dr. Eric Offermann (CDO) and Alexander Dahmen of the Ministry of Finance of the State of North Rhine-Westphalia and our CEO Nelli Enns talk about the project.

That is what FiNK is for – introduced together with the Ministry of Finance of the State of North Rhine-Westphalia and IT.NRW:

30years

Heirs can come forward up to 30 years later, so every euro must still be accountable after three decades.

Low-code with a system

We built reusable components and developed them step by step with the department and its users.

Designed for reuse

Other federal states can adopt FiNK instead of reinventing the wheel.

Transparent

The digital register of estates is accessible to the administration and to citizens, legally sound and GDPR-compliant.

Thank you to the Ministry of Finance of the State of North Rhine-Westphalia, IT.NRW and T-Systems for the collaboration and trust. And to our team, who dived into estate procedures and limitation periods with enthusiasm.

Reuse

Other federal states can adopt FiNK instead of reinventing the wheel.

  1. 01

    Shared framework

FiNK, proven in NRW, becomes a framework every state can build on.

  2. 02

    Basis for other states

This framework serves as the basis for other federal states.

  3. 03

    Own state layer

Each state adapts only what is different for it.

A shared base carries the business logic; layers for individual tenants, regions, or regulatory variants sit on top of it. If something fundamental changes, it's adjusted once at the base and takes effect everywhere – if something local changes, it stays confined to its own layer.

Inheritance instead of copying – the Situational Layer Cake

This work is carried out by Greenfield AG in close partnership with the Low-Code Competence Center.

The Low Code Public Toolkit helps public authorities that want to digitize and automate their administrative work end to end – with a significant reduction in implementation time and a real increase in their digital sovereignty.
